SACRAMENTO — As the Legislature lurched to its close Sunday with no budget in place, California toppled its own record for fiscal dysfunction.

Never in recent memory has August ended without a spending plan, so the state is now thrust into uncharted territory. [LA Times].

I think I have a solution. Sequester the California legislature, and the governor, until the budget impasse is resolved. We can use a gymasium or similar facility in one of California’s finest institutions, such as San Quentin or Pelican Bay. They’ve got food service, showers, etc., built right in. And the all-important advantange that such environs tend to sharpen one’s focus. I assume.
